Who should decide who presides over an inquiry and what they will be asked to investigate - the 'terms of reference'? At the moment it's the Government, but would there be more confidence if it was Parliament? The senior Conservative MP Bernard Jenkin has just been re-elected as Chair of the Public Administration and Constitutional Affairs Select Committee, which has long called for Parliament to decide these issues.
