It is one year ago since sixteen per cent of voters in Leicestershire and Rutland took part in the first-ever election to choose a police and crime commissioner. And while that means eighty-four per cent of us didn't bother voting, the election of Sir Clive Loader to the role has an impact on everyone in the county.
