The Financial Memorandum permits 蘑菇短视频 World Service to make gifts of equipment and services. Government accounting guidelines on gifts must be followed with Foreign and Commonwealth Office (FCO) approval required for gifts of a value exceeding £10,000. Gifts of cash, of whatever value, cannot be made without the prior agreement of the FCO.
